Ci risiamo! Questa volta è il turno di Giovanni Monti. Il politico dell’Italia dei Valori, forte della protezione del consigliere regionale Nicola Marrazzo, non accetta la riconferma ad assessore nella nuova Giunta di Casamicciola e lo motiva con un duro documento ufficiale. Ormai cominciamo a farci l’abitudine ai documenti di sfiducia prodotti e firmati dai consiglieri di Casamicciola, a cui corrispondono scelte non proprio coerenti. Ma non pare questo il caso (almeno per ora) del consigliere Monti, che dichiara che il nuovo esecutivo partorito da D’Ambrosio non gli piace e sbatte la porta. Non gli sta bene che il consigliere Castagna sia rimasto fuori dal governo, non accetta di essere stato designato assessore con una nomina “unilateralmente decisa e strumentalmente attuata per esigenze di facciataâ€, stigmatizza l’assenza di “mediazione e di indirizzo†da parte del primo cittadino e la conseguente prevalenza - a suo parere - dei “contrasti e delle prepotenti rivendicazioni di singoli consiglieriâ€. Indubbiamente, i consiglieri casamicciolesi sono molto litigiosi, indubbiamente molta responsabilità di ciò è del Sindaco, che non riesce a ‘governarli’, tuttavia non perdiamo di vista le origini di questa ultima crisi: l’inefficienza della Giunta. A partire dalla gestione del dopo-frana (non possono volerci 7 mesi per ripristinare l’illuminazione sul lungomare, il Pio Monte è ancora deposito di centinaia di metri cubi di terreno), per passare all’evasione dei tributi che ha raggiunto punte intollerabili, all’attività degli uffici (ma anche quella dei singoli assessori, a quanto sembra) che appare molto lacunosa (tanto che ad ogni consiglio comunale documenti e proposte di delibere fanno acqua da tutte le parti), per arrivare alla costruzione del porto turistico, terminata fuori tempo massimo per poter pensare ad una fruttuosa gestione degli attracchi in questa stagione. E a che punto siamo con i lavori alla scuola elementare? Quando si riuscirà ad ottenere dal magistrato la riapertura dell’area ecologica, dove pure sono stati eseguiti costosi interventi di adeguamento? Come si risolverà la crisi di incassi dell’Ente ed il conseguente necessario ridimensionamento del personale a Marina di Casamicciola? Quando si riuscirà a scrivere ‘fine’ - possibilmente con una vittoria del Comune - alla vicenda giudiziaria con Calise per il Capricho? Se la Giunta avesse funzionato, sarebbe stato difficile per il consigliere Sirabella, molto isolato, metterne in discussione la composizione. Cosa che invece ha fatto, seguito per certi versi proprio dal suo più forte antagonista, Gi Bi Castagna. Quest’ultimo ha più volte ribadito - almeno a parole (dette e scritte) - di volere anch’egli, come Sirabella, l’eliminazione di “sprechi e voci inutiliâ€, di aspirare ad “un’inversione di tendenza dell’attività amministrativa, limitando le spese del Comuneâ€. Ma, nella ridda di contrapposizioni e litigi, abbiamo avuto l’impressione che queste richieste - almeno per alcuni - costituissero in realtà occasioni per arrivare ad una prova di forza, per contarsi, per verificare chi sta con chi. Altrimenti, non si capisce perché, alla fine, i tanto sbandierati tagli al bilancio di Castagna ammontassero alla misera cifra di neppure 100mila euro, mentre quelli, altrettanto sbandierati, proposti da Sirabella (fatta eccezione per la riduzione del canone a Marina di Casamicciola, che però era abbondantemente prevista) non sono stati neppure presi in considerazione dal sindaco D’Ambrosio e dalla vecchia Giunta. E la nuova Giunta? Quasi uguale a quella archiviata, è frutto degli scontri che hanno lasciato morti e feriti sul campo e costituisce la presa d’atto che all’interno della maggioranza casamicciolese l’unico collante vero è contenere in ogni modo lo spazio di azione (e il potere?) di Sirabella. Il quale - dopo tre mesi di guerra di trincea - continua a restare fuori dall’esecutivo del Comune. D’Ambrosio in testa e il resto della maggioranza (sicuramente, ha giocato un ruolo in questa scelta il folto gruppo dell’UDC), gli hanno preferito, infatti, il politicamente giovanissimo e quindi inesperto Leonardo Miragliuolo, che cede proprio a Sirabella lo scomodo ruolo di presidente del Consiglio Comunale, per entrare nella stanza dei bottoni e naturalmente anche nel ‘partito del Sindaco’, come ormai dobbiamo chiamare l’UDC (che conta anche Roberto Monti, Valeria De Siano, quindi suo padre Abramo, Peppino Conte, il Sindaco stesso). A Leonardo Miragliuolo, che ha una grande responsabilità e sufficiente onestà per sentirne il peso, facciamo un appello: non si faccia contagiare dall’immobilismo, non rimanga invischiato nelle sabbie mobili del ‘tiriamo a campare’ che da tempo caratterizzano l’amministrazione a Casamicciola, visto che il resto dei suoi colleghi assessori non fa sperare bene. Rimane la curiosità di sapere l’altro sconfitto che fine farà . Castagna (che peraltro all’ultima riunione di maggioranza c’era, dopo aver cercato in ogni modo all’ultimo consiglio comunale di far cadere quella stessa maggioranza!) e Giovanni Monti, che gli rimane fedele, faranno i dissidenti a tutto tondo, mettendosi all’opposizione? O, piuttosto, si collocheranno nel limbo apparentemente pieno di ragionevolezza di quelli che dicono “sosteniamo solo le iniziative che siano valide per il paeseâ€? In realtà , è una posizione assai ambigua, a metà fra il ricatto e il voler tenere un piede nella fessura della porta: non si sa mai che convenga rientrare…
