The Dalai Lama’s seven-page letter to the Tibetan parliament-in-exile in March 2011 announcing his full retirement of all political and administrative responsibilities is a historic political moment. Tibet’s spiritual leader, in exile in India since 1959, has in issuing it taken two positive steps: towards reforming the political authority of the highest religious institution in Tibet, and encouraging and empowering the young Tibetan democracy.

At 76, the Dalai Lama has long been conscious of his role as the symbol of Tibetan unity and independence; but he has always understood and emphasised that the Tibetan problem will remain after his demise. In spiritual terms, the Dalai Lama continues to represent an important moral voice in a world that poses hard questions about how to respond effectively and in non-violent ways to the violence of the age, and how to build a better world that struggles against the causes of war and terrorism.

The Dalai Lama’s democratic effort for Tibet is a strong expression of his Buddhist and Gandhian convictions, founded on two principles: self-reliance and non-violence. These two principles will remain central to any democratic measures taken by the new Tibetan prime minister, Lobsang Sangay, and to all future dialogue and compromise with Beijing.

In the view of the Dalai Lama, democracy is a source of power for the powerless and of hope to the hopeless. It offers a politics that is completely at odds with the logic of occupation and violation of human rights in which Tibet lives today.

In his acceptance speech on the occasion of the award of the Nobel peace prize in Oslo on 10 December 1989, the Dalai Lama proposed a wider vision: “the conversion of the entire Tibetan plateau into a zone of Ahimsa, a sanctuary of peace and non-violence where human beings and nature can live in peace and harmony.” 

China’s economic strategy in Tibet has been in the opposite direction, and has caused immense cultural and environmental damage and increased the social marginalisation of Tibetans. Chinese officialdom - which still describes its violent takeover of Tibet in 1950-51 as a "peaceful liberation" - has long hoped that Beijing’s economic and cultural policies in Tibet will create a new generation of Tibetans that are less influenced by Buddhist religion and that, with the passing of the Dalai Lama, will accept finally to be part of China.

In this context, the Dalai Lama’s decision to relinquish his duties as political head of the Tibetan people in exile has increased anxieties in Beijing. No wonder, for the Dalai Lama’s democratic strategy places him a step ahead of China in setting the terms for the tumultuous situation in Lhasa that might follow his death.

The revered Tibetan institution of the Dalai Lama has played a dual role of spiritual and political authority since 1642. Its political reform opens the way to one of the major tests of Tibet’s modern history, namely trying to strike a win-win deal that reformulates Tibetan autonomy within the People’s Republic of China (PRC). Much is at stake here: the capacity to resist Chinese efforts to restrict traditional rituals, to reverse the the neglect of the Tibetan language at the expense of Chinese, and to defend the ecosystem in the face of unbalanced development.

The political path

In his address to the European parliament in December 2008, the Dalai Lama reiterated Tibet’s desire for “genuine autonomy” within the PRC and reaffirmed the will of the Central Tibetan Administration to move beyond fear and help to promote a culture of trust between the two nations. The major task of the prime minister of the Tibetan government-in-exile, Lobsang Sangay, is to promote such a culture. Will he make a difference to future dialogue between Beijing and Dharamsala?

So far, the 42-year-old Harvard law researcher has said that his top priority is to ask the Chinese authorities to review their "hardline" Tibet policy and take a "more moderate and liberal approach". This said, both Chinese and Tibetans will continue to expect the Dalai Lama to have an important influence on future negotiations between Tibet and China, and over the question of Tibetan autonomy. In the final analysis the leaders of Tibet’s reformed institutions, temporal and spiritual, need to work together to build and develop a new Tibet.

The road to Tibet’s autonomy is paved with many difficulties and challenges. That is why the election of Lobsang Sangay and the Dalai Lama's announced departure from political life are noteworthy. They mark a new chapter in the democratic exercise of the Tibetan community, which can show China and the world that even amid marginalisation and hardship the Tibetan community-in-exile is capable of forming a stable and transparent government.

The five years of Sangay’s prime-ministerial term offer Tibetans an opportunity to create a robust interface for the Chinese government to deal with. Even if Sangay does not succeed in convincing Beijing to abandon its hardline phase and accept the principle of autonomy for Tibet, his democratic election and the evolutionary move from the Dalai Lama reveal the anachronism of China’s authoritarian rule over Tibet. The Dalai Lama has once more proved to Tibetans and the world that he is not only a charismatic spiritual figure but a figure capable of bringing wisdom to democracy.

More and more, elite female athletes are taking on a challenge greater than sports. They're returning to the competitive world of sports while juggling motherhood.

Soccer moms have long led the charge. The U.S. Women's National Team has consistently featured mothers on its roster since 1994, when Joy Fawcett became the first "Soccer Mom" to give birth and continue playing at the highest levels of international soccer. Carla Overbeck and Danielle Fotopoulos also had kids while on the U.S. team, and more recently, three moms have played for the USA in defenders Kate Markgraf (mother of Keegan), Christie Rampone (mother of Riley and Reece) and Tina Frimpong (mother of MacKenzie). Though retired from competitive play, Mia Hamm joined the Soccer Moms Club when she and husband Nomar Garciaparra welcomed twin daughters in 2007. Four years ago, Brandi Chastain became mom to little Connor and three years ago Julie Foudy, former captain of the US Women's soccer team, had a baby girl named Isabel. Former captain Kristine Lilly returned to play after daughter Sidney was born. She retired from professional soccer at the beginning of 2011 and announced she is expecting Baby #2.

Obviously, competitive women aren't waiting until their athletic careers are over to start families. And while the physical and emotional challenges of motherhood can be difficult, most athlete moms wouldn't have it any other way.  WNBA player Lisa Leslie sat out a season with the Los Angeles Sparks to give birth to a daughter but she returned to the pro team for a year and had a great season before giving birth to baby #2 and retiring. Leslie's teammate, MVP and Rookie of the Year Candace Parker is also a new mom enjoying baby Laila while playing in both the Euroleague and the WNBA. Other WNBA moms share their favorite Mother's Day memories on WNBA.com. But Parker and Leslie are far from the first WNBA stars to have their basketball careers impacted by pregnancy. In previous seasons, Sheryl Swoopes, Tina Thompson, Taj McWilliams-Franklin and others have missed time, and occasionally entire seasons, to focus on their families.

After pitcher Jennie Finch had a son named Ace with husband Casey Daigle she competed with the Women's National Softball Team at the Beijing Olympics and played for the Chicago Bandits. She is expecting her second child this summer. US National teammate Jessica Mendoza continues to play for National Pro Fastpitch usually bringing young Caleb on the road with her.

When the U.S. women's hockey team beat Finland to win the bronze medal at the 2006 Olympic Winter Games, forward Jenny Potter skated around the rink in celebration with her then 5-year-old daughter Madison in her arms. Potter's daughter was a fixture at the rink at an early age. A week after Madison was born in January 2001, Jenny was skating again. Three months later, she was back playing for the U.S. women's hockey team in the world championships. What's even more impressive is that Jenny did it all again. Just 83 days after having her second child, Potter helped the 2007 U.S. Women's National Team to a 9-0 victory over Kazakhstan in the opening game of the 2007 IIIHF Women's World Championship. 

Tennis player Lindsay Davenport had an amazing comeback after giving birth to her son Jagger. Just three months after the birth of her first child, Davenport became an instant and almost shocking success winning a number of high profile tournaments. She recently gave birth to her second child. Kim Clisjters came out of retirement after her daughter was born and famously won the U.S. Open as an unseeded player.

Other images from the world of women's sports clearly show the tide has turned. Legendary Czech cross county skier Katerina Neumannova collapsed on her knees at the finish line after winning gold in the 30-kilometre race at the 2006 Turin Olympics, her poles askew as she hugged her two-year-old daughter, Lucie. Former Ironman world champion Lori Bowden placed second at Ironman Austria, just 10 months after giving birth to her son Tyson. And pro cyclist Sue Palmar-Komar, a 2002 Commonwealth Games silver medallist, at age 41, had a sibling for her seven-year-old daughter Trinity. And who can forget long distance runner Paula Radcliffe who won the New York Marathon months after giving birth to daugher Isla. Kara Goucher is the newest marathon mom having completed this year's Boston race six months after having her son.

On the long list of athlete moms is Gold medal-winning swimmer Dara Torres, who made an amazing comeback while mothering toddler Tessa, and fellow swimmer Summer Sanders who is married to three-time Olympic skier Erik Schlopy with whom she has a daughter and a son.

Most of these working moms admit they can't do it alone. And while their spouses and families pitch in, they are also assisted by their leagues and teams. Potter said USA Hockey provides helpful financial assistance during Olympic years. And before the Women's United Soccer Association (WUSA) folded, the league mandated that home teams must provide child care for the mothers on visiting teams. The Ladies Professional Golf Association (LPGA) takes things to a whole new level. Since 1993, the LPGA has operated the LPGA Child Development Center, which travels to more than 25 tournaments per year. Bardine May, the Center's director, said the LPGA was motivated to provide child care so that its athletes didn't have to choose between playing the game and having a family.

There are many different kinds of mothers in this world. There are professionals and homemakers. Some are fashionable, some conservative, some are modern and some are cool. Fortunately some are competitive athletes as well.

Be sure to tell YOUR mom how much you appreciate her this Mother's Day.

More than 1,000 people waited in line outside the Apple Store for the iPad 2 launch this morning, according to a report by the Chinese news agency Xinhua.

Some of the people in line were scalpers, who turned around and sold the devices for a profit of about $30, reports Apple Insider.

The lines started last night, with more than 100 people waiting in Beijing and Shanghai. The Apple Store in Beijing offered an overnight waiting room and numbered wristbands. Folks who left the line had to give the wristband to an Apple employee, but could get the same number back if they returned within an hour.

Apple only has four stores in China, in Beijing and Shanghai, but Apple has said it plans to open 25 stores there over the next few years. The iPad 2 also went on sale at consumer electronics retailers like Gome and Suning, according to Xinhua.

Time flies when you’re having fun. Apparently, winning national championships qualifies.

The trio of Jenn Salling, Morgan Stuart, and Ashley Tuiasosopo, one of the winningest senior classes in Washington softball history, will play what is potentially their final home series this weekend when the No. 13 Huskies (32-10, 7-8 Pac-10) host No. 1 Arizona State (45-5, 12-3 Pac-10) at Husky Softball Stadium.

“It just feels like yesterday [that] Morgan and I were hanging out in the dorms, talking about what it was going to be like in four years,” Tuiasosopo said. “I just can’t believe the time is almost over.”

This class has been through the highest of highs as Huskies, winning the national championship as sophomores and the conference title as juniors. But when Stuart and Tuiasosopo were freshmen (Salling transferred to the UW as a sophomore), they also experienced one of the lowest points in program history.

With a plethora of experienced players redshirting due to the Beijing Olympics, the Huskies barely even qualified for the NCAA tournament. Head softball coach Heather Tarr believes it is this bumpy road traveled by the seniors that makes their class all the more special.

“They are kind of the class that I think I am the closest to, as far as any class that has graduated [while I’ve been the coach],” Tarr said. “We have gone through a lot of things together. … This year’s class really has kind of embodied our vision of what our program is all about.”

The last two years, at least, the UW program has largely been about winning. The Huskies followed their national championship two years ago with a Pac-10 title last season, holding the country’s No. 1 ranking for most of the season in the process.

This year, that designation as both the conference’s and the nation’s best team has been claimed by the Sun Devils. Arizona State is following the Huskies’ model of success from the last two seasons: great pitching complemented by a multi-faceted offensive attack.

Fulfilling the Danielle Lawrie role of dominant pitching for the Sun Devils is freshman Dallas Escobedo, ranked the top recruit in the country last year by ESPN Rise. Escobedo has been nearly unhittable this year, boasting a 1.39 ERA and limiting opposing batters to a .170 batting average — totals that rank second and first in the Pac-10, respectively.

In other words, Arizona State is not — on paper, at least — the ideal opponent for a Husky team coming off three consecutive series losses, hovering below .500 and fighting to earn a top-16 seed in the NCAA tournament.

Despite all that, Stuart thinks the cards are falling just right for her team.

“People might think that they have the advantage, but really, we love being underdogs,” she said. “It is not like they are at a disadvantage because they are number one, but it doesn’t affect us that we aren’t in that position.”

Good thing, too. If the Huskies can’t hold on and nab a top-16 seed, playing as an underdog this postseason might be something they need to get used to.

A few weeks ago, a client asked my law firm to handle a relatively routine domestic matter for them. I told them that it is "easy" 90% of the time, but difficult the other 10% of the time and that we only knew enough to be able to know half the time when we would be delving into the other 10%. In other words, we would probably have a 5% error rate and that precluded us from taking on such matters.

Yesterday, the client called to thank us because its matter was one of the five percent. Though both the client and I had assumed the client needed A, it turned out that it was actually in the 1% that actually would be much better off going with B.

The percentages above are guesstimates used to prove the point is that many things lawyers do appear to be and in fact are fairly routine But for any given project there is usually the ten percent and it is that ten percent that can cause the problem. 

Law firms tend to see large number of the ten percent because we virtually never get calls from someone saying, "I just did this and it all worked out fine, can you help me?" Our typical call is more along the lines of "the Chinese government just did this to me, is there any way you can help me?" 

Forming a WFOE or a Rep Office in China is an excellent example of the 90-10 rule, both because many people are not aware of the 10% and because the problems that arise from this lack of awareness can be absolutely huge.

Ninety percent of the time (a guesstimate), forming a WFOE or an RO in China is not all that complex. But it is the ten percent that will kill you.  

Here are some of the ten percent issues relating to China company formation on which we have been called:

• American company that had been locally approved for its WFOE to do X was being shut down by Beijing 15 months after its formation because X cannot be done by WFOEs in China. The "funny" thing about what this American company was doing was that had it actually defined it a bit differently in its WFOE application, it would have been legal and it almost certainly would not have been shut down.  For more on how important it is to get the right scope when applying to form a WFOE, check out "How To Form a China WFOE. • An American company that had formed an Representative Office in China and then was told around three months later that it was operating completely illegally and would need to shut down. The American company explained to me what it was doing in China and without any doubt what they were doing was absolutely illegal for Rep Offices. I asked why this company had opened the RO in the first place and their response was that they had done so because it was cheaper than opening a WFOE. They had never consulted an attorney on the differences between Rep Offices and WFOEs; they had simply gone to an entity formation company with the instructions to form a Rep Office. • Then there are the countless calls we have received from companies who have had their WFOE or RO application declined or stuck in the system. We consider these people lucky because what has happened to them beats getting approved locally and then getting shut down by Beijing. For them we formulate a plan either to reinvigorate their existing application or to start all over. Once a company starts having approval problems, a red flag gets attached to them and so even if they completely clean up their act, they will likely be subject to increased scrutiny. For this reason, we often recommend starting all over, using a new foreign company as the ownership entity. We cannot usually do this with Rep Offices because they require ownership by a company that has been existence for at least two years.

• Horse Guards Parade and Olympic Park to welcome spectators
• Beach volleyball and basketball events to be staged in August

Spectators will get their first taste of sport in the new 2012 Olympic venues this summer at test events including beach volleyball at Horse Guards Parade and basketball in the Olympic Park, London organisers have revealed.

A comprehensive 12-month testing programme will cover 42 events across 26 venues and involving 8,000 athletes from more than 50 countries. Not all of the events will be open to the public, depending on the emphasis of the tests.

A total of 150,000 tickets costing between £5 and £35 will be on sale across several events, though others such as the London–Surrey Cycle Classic to test the road race route will be free.

Tickets for the equestrian test events at Greenwich Park will be given away to local residents. Altogether, a total of 250,000 spectators are expected to see events in the so-called "London Prepares Series".

"This is a dress rehearsal for us but the public, of course, will see the rehearsal not the dress. It will look and feel quite different," London 2012's chief executive, Paul Deighton, said. "We don't expect to get everything absolutely right. If we did I wouldn't be happy because we wouldn't be stress-testing things properly. We will learn from our mistakes and make changes."

The series takes in events organised and ticketed by the London Organising Committee for the Olympic and Paralympic Games (Locog), such as the mountain biking at Hadleigh Farm for which there will be 5,000 tickets available in July, and others, such as the Badminton World Championships at Wembley Arena in August, that it will not organise but will help to staff and operate.

The test events are grouped into three "clusters". The first, in July and August this year, predominantly take place at venues away from the Park. The exceptions are the BMX and basketball events on the Olympic Park, for which spectators will be bussed in to what will still be a construction site.

Locog will build reduced versions of the temporary grandstands that will be used for the Games at the showjumping arena in Greenwich Park and the beach volleyball venue at Horse Guards Parade.

The second cluster of events, from November to January next year, will include events at the aquatics centre and the velodrome, while the third cluster in April and May 2012 will test the rest of the Olympic Park venues including the athletics stadium.

Deighton said the events would be used to test technology, security, ticketing, crowd flows and logistical considerations surrounding the individual sports themselves. Modern pentathlon, for example, has recently switched to laser shooting in place of the traditional air rifles and will need to be rigorously tested in situ at Greenwich Park.

Deighton and Locog's head of sport, Debbie Jevans, said lessons had been learned about the staging of events from Beijing and about city-wide logistics from the Vancouver Winter Games.

In Vancouver in 2010, organisers came under fire for the Own the Podium programme that attempted to maximise home advantage by restricting access to rival teams.

Asked whether London organisers risked going the other way by inviting top-class athletes to compete in Games-time conditions at new 2012 venues, Jevans said: "We have worked closely with the BOA but also with international federations to allow them access. We have to be open but we also have to get ready to deliver these Games."

Deighton also confirmed that those who did not get all the tickets they applied for in the first phase of applications, which closed on 26 April, would be offered the chance to buy other tickets in July. Those who didn't apply in the first phase won't be able to do so until late this year.Tickets for the test events will be sold through Ticketmaster from 26 May.

In late 2009, Chinese automaker BAIC and General Motors struck up a $200-million deal that granted BAIC rights to the previous-generation Saab 9-5 platform and the pre-2006 Saab 9-3. The Chinese company worked its electric magic on the 9-5 and called the finished product the C71 EV concept; a battery-swap capable sedan that was unveiled at the 2010 Beijing Motor Show. The good news is that the C71 is not the only electrified vehicle BAIC has in the works.

The Chinese automaker will roll out a 2,000-unit test fleet of battery-powered C30 subcompact (AO segment) hatchbacks and electrified M30 crossovers later this year. Both of those models, built by Beijing Electric Vehicle company, a subsidiary of BAIC, will feature lithium-ion battery packs supplied by Johnson Controls-Saft. Each vehicle will supposedly have a range of more than 62 miles and come packed with 106 prismatic li-ion cells. BAIC is China's fifth-largest automaker and aims to eventually launch electrified versions of its C-, B-, A+-, A- and A0-class models.
