R2P, introduced without the slightest idea of how it has to be implemented, is nothing more than an alibi for half-hearted (Libya) or fully fledged (Ivory Coast) military operations and interventions. With regard to non-combatants (civilians), the UN should and could have done a better, more honest job.
The enthusiasm, both in the academic and the political community, for the explicit mention of R2P in UN Security Council Resolutions 1973 (Libya) and 1975 (Ivory Coast), is both remarkable and understandable. For quite some time, many scholars and practitioners have underlined the paradigm shift from state security to human security. Of late, this is no longer a theoretical debate, but R2P has become praxis in concrete operations sanctioned by the UN Security Council.
The most concrete example of an R2P operation is the establishment of a safe haven (area) in a war zone. Srebrenica, between 1993 and 1995, is an exemplary case here. Its main characteristics, on paper, were:
1. The warring parties do recognize the safe haven as such and promise to respect it.
2. The save haven is demilitarized.
3. The safe haven is protected by a neutral UN-force, mandated to deter (with ‘brutal’ force) any attempt by outsiders to undermine the safe haven.
In Srebrenica the safe haven concept failed with horrendous consequences, because the third condition was not fulfilled. It is obvious that these criteria were/are also not fulfilled in either Ivory Coast or Libya. On the contrary, from the very beginning, already in the wording of the resolutions but on the ground even more so, the whole R2P concept has been blurred.
In Ivory Coast both sides (troops of the former president Gbagbo and those of the new president Oatarra) committed serious atrocities against citizens; protecting civilians was not at all part of their military strategy, despite the active involvement of France troops in the battle. In Libya, Benghazi was considered by the UNSC to be the first city whose citizens – as distinct from rebels/fighters – should be protected by foreign (mainly NATO) airplanes. But bombing has nothing to do with protection; on the contrary. In fact, both UN Resolutions 1973 and 1975 have neglected to prescribe how civilians should be protected. Instead, they exploit the R2P terminology as an alibi for choosing sides. The label R2P was nothing more than a cover-up.
By now, what is clear is that it may be fairly stated that both UN Resolutions were biased. In the case of Ivory Coast (Res. 1975) full (French) support was authorized in favour of one side (president Outarra) in the conflict. And in the case of Libya (Res. 1973) the international community, with certain qualifications, put their shoulder behind the so-called rebels (freedom-fighters). Only air support, no boots on the ground were permitted. It is true, now and then the international community has to take side in a conflict. But I don’t want to be deceived. In both cases, neither the wording let alone the execution of the resolutions had anything to do with the protection of civilians. Reality is our witness!
It is a real pity, but R2P has now become an alibi for going to war instead of a promise to protect citizens caught between warring parties. I wouldn’t have had any problem if the UNSC had adopted a resolution for ‘war’ against the Gaddafi regime, authorizing military support (also on the ground) to the ‘rebels’ fight for freedom. Unfortunately, wars are part of our reality and support for the ‘good’ side is sometimes necessary if not obligatory, including military support.
But there is more to do than to fight the enemy. On behalf of the international community, we also need R2P soldiers on the ground protecting those places where people are gathered in an attempt to find shelter. Or bringing civilians to special security zones, which may be cities or temporary refugee camps, where they are safe. For that we need a new international convention, adopted by the UNSC. And based on that a specially trained and equipped R2P-force.
After the Rwanda massacre in 1994, voices were raised in favour of the establishment of a UN-intervention force. That idea was not embraced by most countries, in particular not by permanent members of the UNSC. Almost two decades later, the right to intervene was definitely replaced by the responsibility to protect and now measures should be taken to enable powers to act upon this responsibility. Indeed, an R2P-force will be more broadly acceptable, because of its strict and limited mandate, and its neutrality during the ongoing battle. Nevertheless, its mandate should be robust: protection of civilians has to be taken deadly seriously. One more failure of the ‘Srebrenica’ variety must be avoided at all costs.

COOKING UP TRANSFORMATION: SUSAN RICH'S THE ALCHEMIST'S KITCHEN
What’s cooking in an alchemist’s kitchen? It can only be transformation, and Susan Rich’s third collection serves up some tasty conjurations indeed. The book’s three sections, “Incantation,” “Transformation,” and “Song” reveal her intentions: evocation, revelation, and music. In subjects that range from tulips to Sarajevo to ice cream, from terrorist training to mid-life romance, Rich proves herself a born traveler and a poet who can pack a lot into a lyric. As in her book
The Cartographer’s Tongue, she spans history, war, politics, relationships, travels, and life-stages. This new book deepens and enriches her themes and raises the pitch of her musical language.
A poet of what might be called political empathy or compassionate witness, Rich writes about many tragic recent conflicts—in Sarajevo, Srebrenica, and
Bosnia, to mention just a few. She writes with sensitivity and evocative detail about places most of us only encounter through the media. Rich brings authority to these topics because she has worked as a staff person for Amnesty International, an electoral supervisor in
Bosnia Herzegovina, and a human rights trainer in Gaza and the West Bank. Rich has lived in the Republic of Niger, West Africa, and South Africa. Interestingly, she can locate the whole of the Middle East in a community college classroom, as she does in “Paradise Now at Highline Community College,” a poem that delicately explores the world of the suicide bomber through a student discussion in which “the black ash of question marks begin to rise / reluctantly above their freshmen heads.” Her sensitive observation shows the doubts these young men entertain about the righteousness of the bomber’s endeavor, as the questions “shiftshape some through to another side.”
In her travels, Susan Rich has seen the world’s heart to be selfish and compassionate by turns. With a strong musical sense and command of rhythms, she imparts the destruction and cruelty she has witnessed, and also the paradoxical beauty she found in even the most devastated scenes. In the stunning poem “What To Make of Such Beauty,” which is reminiscent of Elizabeth Bishop’s Brazil poems, she writes of the attack that destroyed the Sarajevo National Library by capturing small details of its aftermath: the pieces of pages that floated down in the same way that the destruction of New York’s Twin Towers released a shower of paper scraps. In bearing witness to cultural devastation, she recreates the beauty of what was lost, making literature out of the loss of literature . . . .

The men were charged as participants in "a joint criminal enterprise" aimed at the permanent removal of 200,000 Serbs from the Krajina region of Croatia. Gotovina was found guilty of eight counts including murder, plunder, persecution and deportation and sentenced to 24 years in prison. Markac was found guilty of the same offenses and sentenced to 18 years in prison. Cermak was acquitted on all counts. The judgment brought about mixed reactions. Amnesty International (AI) [advocacy website] applauded the judgment [statement] as "the first step to truth and justice for many victims of crimes committed during 'Operation Storm.'" Croatian authorities denounced the judgment [Telegraph report] and stated that they would "do everything in [their] power to change it." The ICTY continues to hear cases regarding former military leaders in the region and accusations of war crimes committed during the 1990s. Proceedings against former Bosnian Serb leader Radovan Karadzic [case materials; JURIST news archive] resumed this week [Guardian report] after multiple suspensions [JURIST reports]. Karadzic faces 11 war crimes charges, including counts of genocide and murder, for alleged crimes he committed during the 1992-1995 war in Bosnia and Herzegovina. Last month, UN prosecutors demanded that ex-Yugoslav army chief Momcilo Perisic [ICTY profile, PDF; JURIST news archive] receive a life sentence [JURIST report] for alleged war crimes and crimes against humanity committed against Bosnian Muslims in the early 1990s. Croatian is a Slavic language spoken by around 5 million people. It is the official language of Croatia and one of the official languages of Bosnia and Herzegovina. It also is an official regional language in the province of Burgenland in Austria. It has three main dialects: Chakavian, spoken primarily on the islands, along the Croatian coast and in the Lika region, Kajkavian, spoken in northern and northwestern Croatia, and Štokavian, spoken in the rest of Croatia. This phrasebook gives an overview of useful phrases in Standard Croatian.
Croatian belongs to the "synthetic" language group, which means that unlike English and other "analytical" languages, different grammatical aspects are expressed in one word by changing the structure of that word—adding an ending or prefix, modifying the core of the word, etc. In analytical languages such as English, the same is achieved by using separate auxiliary verbs, pronouns or adjectives while the actual word remains unchanged. In Croatian, one word is often sufficient to express what English can only achieve by using multiple words.
Croatian (hrvatski jezik) is the collective name for the standard language and dialects spoken by Croats, principally in Croatia, Bosnia and Herzegovina, the Serbian province of Vojvodina and other neighbouring countries. They are varieties of the Serbo-Croatian language, along with Serbian, Bosnian, and Montenegrin.
Standard and literary Croatian is based on the central dialect, Shtokavian (Štokavian), more specifically on Eastern Herzegovinian, which is also the basis of standard Serbian, Bosnian, and Montenegrin. The two other principal Croatian dialects are Chakavian (Čakavian) and Kajkavian. These dialects, and the four national standards, are commonly subsumed under the term "Serbo-Croatian" in English, though this term is controversial for native speakers and paraphrases such as "Bosnian-Croatian-Montenegrin-Serbian" are therefore sometimes used instead, especially in diplomatic circles.
Vernacular texts in the Chakavian dialect first appeared in the 13th century, and Shtokavian texts appeared a century later. Standardization began in the period sometimes called "Baroque Slavism" in the first half of the 17th century, while some authors date it back to the end of 15th century. The modern Neo-Shtokavian standard that appeared in the mid 18th century was the first unified Croatian literary language.
Croatian is written in Gaj's Latin alphabet. It is a member of the following language family:

[JURIST] Bosnian war crimes victims on Thursday submitted evidence to the Prosecutors Office for Bosnia and Herzegovina (BiH) [official website] accusing three former members of the Serbian Supreme Council of war crimes committed during the 1992-95 Bosnian civil war [JURIST news archive]. Former Yugoslav presidents Zoran Lilic and Dobrica Cosic and the former president of Montenegro Momir Bulatovic have been accused of ordering an arms increase [AP report] for the Serbian army during the war in BiH. It is unclear whether the allegations, submitted by an association of Bosnian wartime camp inmates, will warrant charges to be filed against the three former Serbian leaders. Last month, in an unprecedented civil decision, a French court awarded [JURIST report] a Bosnian family 200,000 euros (USD $280,000) for wartime abuses committed by former Bosnian Serb leaders Radovan Karadzic and Biljana Plavsic [JURIST news archives]. The court's ruling may pave the way for victims of war crimes to obtain civil compensation from war criminals without a criminal trial. Karadzic faces 11 war crimes charges [indictment, PDF], including counts of genocide and murder, for alleged crimes he committed during the war in BiH. Karadzic is defending himself in the International Criminal Tribunal for the former Yugoslavia (ICTY) [official website] and has denied all of the charges against him. After multiple suspensions [JURIST reports], Karadzic's trial is expected to last through 2012. In 2009, Plavsic was released [JURIST report] from a Swedish prison after serving two-thirds of her sentence for war crimes committed between July 1991 and December 1992. Plavsic voluntarily surrendered herself to the ICTY in 2001 and was sentenced to 11 years in a Swedish prison. The ICTY agreed to grant her release [JURIST report], citing good behavior and "substantial evidence of rehabilitation."

Illuminated manuscripts inlaid with gold or silver leaf and spectacularly illustrated, are most often associated with the Medieval church (the Gospels, Psalters, etc), where texts were generally hand-copied until Western Europeans discovered the printing press.
The Jewish world, however, has often been influenced by its surrounding communities and it is, therefore, not at all surprising that Jewish illuminated manuscripts exist as well. Although many Jewish books and texts were destroyed in the course of Jewish history, whether by natural disintegration or, more often, in the flames of pogroms and book-burnings, many important manuscripts have been preserved. Of these, the two most famous are Haggadot.
While it is known that the Sarajevo Haggadah was created in the mid-1300s, it’s exact origins are unknown. The history of this Haggadah, however, is well established: it changed of hands in 1510, there is a note from 1609 stating that the Haggadah does not speak against the Church, and, in 1892, Josef Cohen tried to sell it. It was bought by the National Museum in Sarajevo and tucked away for safe keeping due to its delicate nature. The curators even managed to keep it from the Nazis and hid it during the war in
Bosnia and
Herzegovina. The Haggadah was displayed for the public during Passover in 1995.
The Birds’ Head Haggadah is named after the distinctive figures used in its illustrations. Creating humanoid figures with bird-like faces was one way Jewish artists avoided violating the practice of not creating images of humans. (The artist used other facial distortions as well). Discovered in 1946, the Birds Head Haggadah is among the oldest surviving Askenazi illuminated Haggadot (late 13th century). Its origin is placed in Southern Germany, where Jews were mandated to wear the conical “Jew’s Hat” shown on the adult male figures in the Haggadah.

After secession from Yugoslavia, the Bosnian government declared the official language to be called "Bosnian" rather than "Serbo-Croatian." However, "Croatian," "Serbian," and "Bosnian" are considered by linguists and travellers alike to be one and the same language, with minor idiomatic differences. Bosnian (Serbo-Croatian) is a Southern Slavonic tongue in the Slavonic group of languages of the Indo-European family. It is closely related to Slovenian, Macedonian, & Bulgarian. Nouns have gender and cases, and the past tense is conjugated by gender and person while other tenses are conjugated only by person.
The language itself should not prove difficult to pronounce. Grammatical complexities will however present challenges to those not familiar with highly inflected languages, such as Latin or Russian. Inflection is the grammatical process of altering the noun to indicate its position & function in the sentence. The noun is said to have "case." Whereas English nouns are defined in the sentence through the use of prepositions - as in the sentence "Mary throws the ball to John," inflected languages alter the form of the noun, so "John" in the example would appear as the indirect object in the sentence in the dative case (indicated by the change in the suffix, and less frequently the prefix) and "ball" as the direct object in the accusative case. The same sentence in Bosnian/S-C would have no preposition "to" as in "Mary baca loptu Johnu." Notice that "John" received a "u" as a suffix, which immediately governs the meaning of the word "Johnu" and dictates its function in the sentence. In another similarity with Latin as well as the other Balto-Slavic languages (except Bulgarian-Macedonian), Serbo-Croatian does not use articles; there ARE a few ariticles, but they are rarely used even in literature and formal speech.
Certain idiomatic differences exist in Serbian and Croatian, mostly as a result of regional applications. Some phrases, such as alahimanet and merhaba, are relatively unique in Bosnian usage, as they are a remnant of Islamic (and therefore Turkish)/Ottoman influences. Consulting separate pages on the Croatian & Serbian phrasebooks may prove beneficial to those interested in better understanding such regional differences.
Bosnian (Bosanski [bɔ̌sanskiː], Cyrillic: босански) is a name commonly used for Serbo-Croatian as spoken by Bosniaks; as a standardized form of the Shtokavian dialect, it is one of three Serbo-Croatian standards used officially in Bosnia and Herzegovina. The same subdialect of Shtokavian is also the basis of standard Croatian, Serbian, and Montenegrin, so all are mutually intelligible. Up until the dissolution of former SFR Yugoslavia, they were treated as a unitary Serbo-Croatian language, and that term is still used to refer to the common base (vocabulary, grammar and syntax) of what are today officially four national standards. The Bosnian standard uses the Latin alphabet, though the Cyrillic alphabet is also accepted, chiefly to accommodate previous usage in the former SFR Yugoslavia, but is seldom used in practice.
The name of the language is a subject of some controversy in Bosnia and Herzegovina, Croatia, and Serbia and is sometimes alternatively referred to as Bosniak (also spelled "Bosniac"; bošnjački), reflecting a position that it is the standard language of Bosniaks, not all Bosnians (i.e. Croats, Serbs and Bosniaks).
Gaj's Latin alphabet or Gajica is a variant of the Latin alphabet, based on Jan Hus's Czech alphabet, adopted by the Croatian linguist Ljudevit Gaj. A modified version of it, containing a contribution by Đuro Daničić, is currently used for the standard languages of the former Yugoslavia: Croatian, Serbian, Bosnian, and Montenegrin (Serbo-Croatian). A corresponding Cyrillic script, the vukovica (Serbian Cyrillic), is used for Serbian and Montenegrin. A slightly reduced version is used as the script of the Slovene language. It is also the basis for the Banat dialect of the Bulgarian language.
