An earthquake of moderate intensity, measuring 5 on the Richter scale, was recorded in the India-Nepal border region in the early hours of today, the India Meteorological Department (IMD) said.

The quake, which had its epicentre at latitude 30.2 degrees North ad longitude 80.4 degrees East, occurred at 0227 hours today at a depth of 10 km, an IMD bulletin added.

India will have a near normal summer this year, with no persistent heat wave, India Meteorological Department (IMD) Director General Ajit Tyagi said here today.

Inaugurating a roundtable conference with Hindi journalists on "Weather Systems during the Summer Season", Dr Tyagi said the temperature might go beyond 45 degrees Celsius in certain pockets, but the number of such days would be very few.

An earthquake of moderate intensity, measuring 5.7 on the Richter scale, was recorded in the India-Nepal border region today and was felt in Delhi and other places in the national capital region as well as many other parts of North India.

The India Meteorological Department (IMD) said the quake, which had its epicentre at latitude 29.6 degrees North and 80.8 degrees East, occurred at 1701 hours at a depth of ten km.

There were no reports of any damage caused by the quake, which was also felt in towns such as Ghaziabad and Noida, near Delhi.

A blanket of thick fog over Delhi and surrounding areas affected flights to and from the Delhi airport for the third day running today.

Sources at the Indira Gandhi International Airport (IGIA) said low visibility procedures (LVP) were enforced from 2206 hours yesterday and terminated at 0756 hours today.

The LVP were re-implemented at 0916 hours today on runway 11/29 and at 1010 hours on runway 10/28.

During the 9 hours and 50 minutes of LVP from last night until 0756 hours today, as many as 63 flights were operated using various instrument landing systems (ILS).

According to the sources, no cancellations or diversions of flights were reported yet.

The India Meteorological Department (IMD) has forecast an improvement of visibility to above 1500 metres in mist from 1230 today but it might reduce to 600 metres in shallow fog from 1930 hours.

The airport authorities have have advised all travellers to leave for the airport only after reconfirming the departure time of their flights from the airlines.

A United News of India (UNI) report quoted a Northern Railway spokesman as saying that nine trains were cancelled, six were rescheduled and 38 were running late because of the fog.

Delhi experienced light rains this morning and the minimum temperature in the past 24 hours was 6.1 degrees Celsius.

The IMD has forecast light rains for tomorrow and a thunderstorm with rains on December 30.

A thick blanket of fog that enveloped many parts of Delhi and surrounding areas from yesterday evening, reducing visibility to near zero at some stages, disrupted flights to and from the capital as well movement of trains and vehicular traffic in the region.

Sources at the Indira Gandhi International Airport said as many as 38 flights were cancelled and another 42 diverted because of the fog between yesterday evening and noon today. Besides, several more flights were delayed, they said.

The 42 diverted flights included 28 domestic flights and 14 international services, the sources said.

Between 1940 hours yesterday, when low visibility procedures (LVP) were enforced at the airport, and noon today, as many as 223 flights were operated under various Instrument Landing Systems (ILS). The LVP were still continuing at noon today, they said.

The India Meteorological Department (IMD) said visibility on the runways was around 100 metres at 0845 hours today. It had, however, improved to about 1 km by 1330 hours.

According to the sources, with the IMD predicting some more heavy fog from today evening onwards, all travellers are requested to check with their respective airlines before leaving for the airport.

The cold wave intensified in the plains of north-west India following a further decline in the temperature at many places in the region, while a thick fog reduced visibility, forcing vehicular traffic to move at snail's pace in the morning with headlights on.

The sun played hide and seek through the day, affording little warmth to the people.

Amritsar, Ludhiana, Ambala, Bhivani, Hisar and Karnal remained blanketed by fog for a considerable time, while Patiala experienced mist, delaying people's emergence from their homes.

Adampur near Jalandhar continued to be the coldest place in Punjab with the minimum temperature plunging to 1.7 degrees in the town.

The night temperatures also remained low at Amritsar recording 2.5 degrees, one degree below normal, while Ludhiana and Bathinda recorded 4.2 degrees each, two degrees below normal. Patiala registered the night temperature at 4.5 degrees and border town of Pathankot 4.6 degrees.

Haryana also experienced cold conditions with Narnaul recording the minimum temperature at 3.1 degrees, followed by Ambala registering 4 degrees, three degrees below normal. The minimum settled at 5.4 degrees in Karnal, 6.1 degrees at Rohtak, 6.7 degrees at Hisar and 9.1 degrees at Gurgaon.

The hilly state of Himachal Pradesh continued to be in the grip of severe cold with tribal areas of the state experiencing freezing conditions.

The minimum temperature settled at minus 3 degrees at Kalpa in Kinnaur district.

Bhuntar in Kullu district recorded the minimum temperature at minus 1.4 degrees and Sundernagar in Mandi district at minus 0.1 degrees, Mandi 0.1 degrees, Una 2.4 degrees and Dharamsala 4.5 degrees.

Capital Shimla remained cold but night temperature increased to 3.1 degrees.

Chandigarh and its adjoining areas also was in the grip of intense cold following fall in the mercury. The city recorded the minimum temperature at 4.4 degrees which was three degrees below normal.

The Met office predicted mainly sunny days in Punjab and Haryana during the next 24 hours.

A 50-year-old woman was killed and six others injured when a tanker collided with a car and hit seven other vehicles, including an auto, due to fog on the Panvel-JNPT road in Maharashtra.

The foggy Christmas morning led to disruption of several flights at the Indira Gandhi International airport in Delhi.

According to India Meteorological Department, a thick fog cover enveloped the city since morning taking the visibility level to 400 meters at 0930 hrs.

The airport authorities had to implement Low Visibility Procedures (LVP) as fog started to descend in the wee hours. The general visibility dropped to less than 50 metres while the runway visibility dropped to 100 metres on the main runway and hovered between 500 and 125 metres on the new runway.

Due to the low visibility, many domestic and international flights were delayed for at least two hours adding to the woes of passengers.

The international flights included those arriving from Hong Kong, Zurich, Bangkok, Frankfurt and London early morning while the domestic ones were those to Chandigarh, Amritsar, Goa, Patna, Kochi and other destinations, officials said.

The weatherman said the minimum temperature was registered at 8.5 degrees and added that the temperature is expected to decrease in the week ahead. The humidity was recorded at 90 per cent.

The official said the maximum temperature is likely to hover around 23 degrees. Till now, the coldest day of the season was December 22 with a minimum temperature of 5.2 degrees.

Cold wave also hit Manipur in north-eastern India with the minimum temperature plummeting to two degrees. However, the day was comfortable with the maximum touching 20.8 degrees. Humidity was high at 92 per cent. The Met has forecast the cold wave will continue for the next few days.

Severe cold conditions prevailed in some parts of north interior Karnataka and at isolated places in south interior Karnataka.

Night temperatures were appreciably below normal in some parts of east Uttar Pradesh, west Rajasthan, Madhya Maharashtra, Marathwada, and were below normal in some parts of Uttarakhand, east Rajasthan, west Madhya Pradesh.

Shivering at minus 16.4 C, Leh in Jammu and Kashmir was the coldest habitation in the region after Drass after a light snowfall yesterday, while the health resort of Pahalgam at minus 7.6 degrees was the coldest place in the Kashmir valley.

The government has already stopped supplying water through taps which are frozen because of sub-zero conditions in entire Ladakh. It is now being supplied through water tankers. At some places people are using spring water which remains warm during winter and cold in summer.

In the border town of Kargil, the minmum was minus 11.6 degrees against yesterday's (-) 9.4 degrees.

Drass, world's second coldest place after Siberia, recorded minus 17 degrees.

In the summer capital of Srinagar, the water taps, major parts of the world famous Dal Lake, 'nallahs' and other water bodies were again frozen this morning after the minimum dipped to minus 5.2 degrees

against yesteday's (-) 4.7 degrees. However, the frozen water melted as the day progressed due to above-normal maximum temperature.

Gulmarg, which still awaits first heavy snowfall, in north Kashmir, recorded minus 7 degrees. Kupwara, a frontier district, recorded minus 5.8 degrees, while Qazigund recorded minus 5.2 degrees.

Concerned over the dry weather conditions, which has affected water supply, power generation and vegetable crops, people offered special prayers for snowfall and rains in the valley.

People in Delhi woke up to a cold and misty morning today, with the minimum temperature in the last 24 hours dropping to 6.8 degrees Celsius, a degree below normal for this time of the year.

The India Meteorological Department (IMD) said the maximum temperature in the last 24 hours was 22.7 degrees, which was normal.

The IMD has forecast mainly clear sky for the rest of the day in the capital after the mist and shallow fog of the morning. It said the maximum and minimum temperatures would be around 23 degrees and 6 degrees Celsius, respectively.

The IMD said the minimum and maximum temperatures would be 6 and 22 degrees tomorrow and on Thursday.

At least six people were killed and 21 others injured in a strong earthquake that hit the Fahraj township in Iran's south-eastern province of Kerman last night.

The India Meteorological Department (IMD) said here that the quake, measuring 6.4 on the Richter scale, occurred at 0011 hours IST today. It had its epicentre at latitude 28.5 degrees North and 59.7 degrees East and occurred at a depth of 10 km.

The official Islamic Republic News Agency (IRNA) said that, hours after the quake, government agencies were still trying to evaluate the extent of human and material losses. Scores of people were trapped under the debris of buildings, it said.

The agency quoted Kerman Deputy Governor Javad Kamali as saying that the quake had caused heavy damages to residential buildings and infrastructural facilities in the region.

He said the situation in villages, which were difficult to reach, was still not known and efforts to open access routes to them were still on.

The report said the tremors were also felt by people in the provinces of Hormozgan and Sistan-o-Balouchestan.

The minimum and maximum temperatures dipped significantly below normal levels in the capital as Delhiites experienced the coldest day of the season so far, thanks to icy winds blowing across the region.

The India Meteorological Department (IMD) said the minimum temperature in the last 24 hours was 6.2 degrees Celsius, three degrees below normal for this time of the year.

Similarly, the maximum temperature also came down to 21.3 degrees Celsius, also three degrees below normal.

Icy winds swept across northwest India which shivered under severe cold conditions and witnessing foggy mornings and low mercury levels today.

Across many areas in the region, the night temperature was at a record low.

A dense fog enveloped several areas, reducing visibility to 500 metres at Amritsar, Adampur, Sarsawa, 600 metres each at Chandigarh and Hindon and 800 metres each at Pathankot, Ambala and Leh. Jammu experienced mist in the morning.

Cold conditions prevailed in most areas of Punjab with Bhatinda recording the minimum temperature at 3.1 degrees Celsius, followed by the holy city of Amritsar registering 5.6 degrees, one degree below normal. Elsewhere in Punjab, Adampur near Jalandhar, recorded the minimum temperature at 5.4 degrees. The minimum settled at 6.5 degrees at Patiala, 7.4 degrees at Ludhiana and 9.7 degrees at Pathankot.

The body of an aged person, who died due to cold, was recovered in Nabi Baradari area in Jalandhar. The body had been kept in the civil hospital mortuary for identification as no one had come forward so far to claim it, police said.

Cold conditions also prevailed in Haryana where the mercury stayed at 3.8 degrees, three degrees below normal at Hissar and 4.6 degrees, two degrees below normal, at Narnaul. The minimum showed 6.0 degrees at Karnal, 6.4 degrees at Bhivani and 6.5 degrees at Rohtak.

Cold also swept Himachal Pradesh with tribal areas of the state experiencing severe cold conditions.

Icy cold winds lashed Shimla and its adjoining areas with the capital town recording the minimum at 3.8 degrees, one degree below normal.

The night temperature, however, stayed markedly high in Chandigarh.

The Met office predicted mainly dry weather in Punjab and Haryana where days will be partially cloudy. Mist or shallow fog may occur in morning over parts of the twin states.

Parts of the world famous Dal Lake were partially frozen near banks as the summer capital Srinagar witnessed yet one of the coldest nights of the season after the minimum dipped to minus 3.8 degrees.

The famed ski resort of Gulmarg was coldest with minus 5.2 degrees minimum temperature while it was minus five at Pahalgam. People in Ladakh region continued to shiver with night temperature between minus 11 and minus 25 degrees.

A cold day was experienced in Delhi with the maximum temperature staying at three notches below normal, increasing nip in the air.

The Met office said the day temperature went down to 21.3 degrees from yesterday's 22.6.

The minimum visibility level in the morning was recorded at 500 m even as the minimum temperature registered an increase.

People in Uttar Pradesh, however, got a little respite from the cold weather as an upward trend in mercury was registered during the past two days in some parts of Uttar Pradesh.

According to UP Meteorological Department Director J P Gupta, there was a sudden change in weather, owing to the eastern winds and said people would witness nipping cold in days to come.

Weather was mainly dry in all divisions of the state. In the last 24 hours, night temperature rose appreciably in Varanasi, Faizabad, Allahabad, Kanpur, Bareilly, Lucknow, Moradabad, Jhansi, Agra and Meerut divisions and was normal in Gorakhpur division.

Temperature was largely above normal in Varanasi, Allahabad divisions, markedly above normal in Faizabad, Lucknow, Jhansi divisions, appreciably rose above normal in Bareilly division,

while it rose to normal in Agra and Meerut divisions.

In Rajasthan, the mercury dipped further to touch the mark of 2.6 degree in Churu town this morning even as Mount Abu - the only hill station in the desert state - has recorded sub-zero temperature

for past 3-4 days.

Some nearby places including Ganganagar(5.2 degrees), Pilani(5.8 degrees) and Sikar and Bikaner(6.5 degrees) also reeled under icy winds.

Night temperatures were appreciably below normal in Saurashtra and Kutch, parts of Haryana and Rajasthan and below normal in some parts of Jammu and Kashmir.

They were markedly above normal in some parts of Jharkhand, Uttar Pradesh, Madhya Pradesh, Marathwada and Vidarbha; appreciably above normal in some parts of Assam and Meghalaya, Gangetic West Bengal, Orissa, Bihar, Chhattisgarh, coastal Andhra Pradesh and Tamil Nadu and were above normal in some parts of south Gujarat region and in Goa and remaining parts of Madhya Pradesh and Tamil Nadu. They were normal over the rest of the country.

A bulletin from the IMD said the quake, which had its epicentre at latitude 13.2 degrees North and 92.6 degrees East, occurred at 21.17 hours at a depth of 33 km.

The India Meteorological Department (IMD) said here today that a depression had formed over west-central Bay of Bengal and it was likely to cross south Andhra Pradesh coast between Nellore and Ongole near Kavali by tonight.

A bulletin issued by IMD said that the depression lay centred at 0830 IST today near latitude 14 degrees North and longitude 82 degrees East, about 230 km south-east of Kavali, 270 km south-southeast of Machlipatnam and 450 km south-southwest of Vishakhapatnam.

"It will move northwestwards and cross south Andhra Pradesh coast between Nellore and Ongole near Kavali by today night," the bulletin said.

Under its influence, rains or thundershowers would occur at most places, with heavy to very heavy falls at a few places, over Rayalseema and north coastal Tamil Nadu during the next 48 hours. Isolated heavy rainfall would also occur during the next 24 hours over south coastal Orissa from tomorrow, the bulletin said.

It said squally winds, with speed reaching 45-55 kmph, gusting to 65 kmph, would prevail along and off north Tamil Nadu and Andhra Pradesh coasts during the next 48 hours. Sea conditions will be rough to very rough along and off these coasts, it said, and advised fishermen not to venture into the sea.

An IMD bulletin this morning said the depression lay centred at 0530 hours today near latitude 14 degrees North and longitude 79 degrees East. It would move west-northwestwards and weaken further gradually, it said.

Under its influence, rain/thundershowers at most places, with isolated heavy to very heavy falls, would occur over south interior and coastal Karnataka during the next 24 hours, the bulletin added.

The cyclonic storm "Jal" had weakened into a deep depression and was expected to cross the north Tamil Nadu and south Andhra Pradesh coasts, near to the north of Chennai, after midnight tonight, the India Meteorological Department (IMD) said.

A bulletin issued by the IMD at 2230 hours said the cyclone had moved westwards and lay centred at 2030 hours over south-west Bay of Bengal, near latitude 13 degrees North and longitude 80.5 dgrees east, about 40 km east of Chennai and 180 km south-south east of Nellore.

"It would move west-northwestwards, weaken further and cross north Tamil Nadu and south Andhra Pradesh coasts near to the north of Chennai within few hours," the bulletin said.

Under its influence, rain/thundershower would occur at most places, with heavy to very heavy falls at a few places, over north Tamil Nadu and Puducherry during the next 12 hours and at most places, with isolated heavy to very heavy falls, over Rayalaseema and south coastal Andhra Pradesh during the same period, it said.

Rain/thundershowers at most places, with heavy to very heavy falls at a few places, would occur over south interior and coastal Karnataka during the next 36 hours, it said.

The bulletin said squally winds, with speed reaching 50-60 kmph, gusting to 70 kmph, would prevail along and off north Tamil Nadu, Puducherry and south Andhra coasts during the next 12 hours and decrease gradually thereafter. Sea conditions will be very rough along and off these coasts during same period, it said.

Storm surge of about 1 metre above the astronomical tide may inundate the low lying areas of Nellore and Prakasam districts of Andhra Pradesh and Tiruvallur and Chennai districts of Tamil Nadu at the time of landfall, it said.

The winds could cause minor damage to loose and unsecured structures, the IMD said. It advised fishermen not to venture into the sea.

The severe cyclonic storm "Jal" had moved northwestwards and weakened into a cyclonic storm as it headed towards the north Tamil Nadu and south Andhra Pradesh coasts today, the India Meteorological Department (IMD) said.

A bulletin issued by the IMD this afternoon said the cyclone lay centred at 1130 hours over south-west Bay of Bengal nar latitude 12.5 degrees North and longitude 82.5 degrees East, about 250 km south-east of Chennai, 350 km south-south-east of Nellore and 450 km north-north-east of Trincomalee of Sri Lanka.

The cyclone will move west-north-westwards, slightly weaken further and cross the coast between Chennai and Nellore as a cyclonic storm by tonight, the bulletin said.

The severe cyclonic storm "Jal" in the south-west Bay of Bengal is expected to cross the north Tamil Nadu and south Andhra Pradesh coasts between Puducherry and Nellore, close to Chennai by tonight, the India Meteorological Department (IMD) said this morning.

In its latest update on the cyclone, the IMD said Jal had moved north-westwards and lay centred at 0530 hours this morning near latitude 11.5 degrees North and longitude 83.5 degrees East, about 400 km north-east of Trincomalee in Sri Lanka, 400 km south-east of Chennai and 500 km south-east of Nellore.

"It would move west-northwestwards and cross north Tamil Nadu and south Andhra Pradesh coasts between Puducherry and Nellore close to Chennai by today, the 7th November 2010 night," the bulletin said.

It would intensify further, move west-northwest wards and cross the coast by tomorrow night, the IMD said in a late night bulletin.

A deep depression over south-east Bay of Bengal will intensify into a cyclonic storm and cross the north Tamil Nadu and south Andhra Pradesh coast between Puducherry and Nellore, close to Chennai, by Sunday evening or night, the India Meteorological Department (IMD) said today.

A bulletin issued by the IMD this morning said the depression had moved west-northwestwards and lay centred at 0530 hours today near latitude 9 degrees North and longitude 88.5 degrees East, about 800 km east of Trincomalee in Sri Lanka, 1000 km east-southeast of Chennai and 1150 km southeast of Visakhapatanam.

"It would intensify further into a cyclonic storm and move west-northwestwards and cross north Tamil Nadu and south Andhra Pradesh coast between Puducherry and Nellore close to Chennai by 7th November 2010 evening/night," the bulletin said.

It said that, under its influence, rain/thundershowers would occur at most places, with isolated heavy to very heavy falls, over north Tamil Nadu and south Andhra Pradesh coasts from the forenoon of Saturday. The intensity would increase with heavy to very heavy falls at a few places over these regions from Sunday morning.

The bulletin said squally winds, with speed reaching 55-65 kmph, gusting to 75 kmph, would commence along and off North Tamil Nadu and south Andhra Pradesh coast from Saturday morning.

Sea conditions will be very rough along and off these coasts from the same time. Fishermen out at sea are advised to return to the coast, the bulletin added.

Runway 10/28 at the Indira Gandhi International Airport (IGIA) in Delhi has become operational again after the completion of rehabilitation works.

With this, IGIA now has three operational runways, the largest number of runways in any Indian airport, a spokesperson for the Delhi International Airport (P) Limited (DIAL) said here today.

He said the runway 10/28 now has a better surface pavement as well as Airfield Ground Lighting (AGL).

He said DIAL carried out the rehabilitation work from April of this year in a phased manner and ensured that connectivity between the domestic and international aprons and the two operational runways 11/29 and 09/27 were available at all times.

The spokesperson said the entire process of rehabilitation and AGL upgradation had been completed in record time despite the unprecedented rainfall this monsoon, especially in August and September, when it was not feasible to undertake asphalt work.

He said that during the closure of Runway 10/28, ATC managed the simultaneous use of Runways 11/29 and 09/27 in such a manner that both the runways were optimally used, helping in minimizing the air traffic congestion.

He said DIAL worked closely with all stakeholders; airlines, the Airports Authorityof India (AAI), including ATC, and CNS (Communication Navigation Surveillance) and the Meteorological Department, among others, to minimize the effect of the rehabilitation works on air traffic.

"The rehabilitation work on runway 10/28 was meticulously planned in order to have the runway operational before the fog season for CAT III landings," he added.

Widespread rainfall, with heavy to very heavy falls at a few places, will occur over coastal Orissa in the next 36 hours under the influence of a deep depression in the Bay of Bengal, the India Meteorological Department (IMD) said here today.

An IMD bulletin said isolated heavy to very heavy rainfall was also likely over interior Orissa, Chhattisgarh, coastal areas of West Bengal and north coastal Andhra Pradesh during the next 36 hours.

It said squally winds with speed reaching 55-65 kmph, gusting to 75 kmph, would occur along and off north Andhra Pradesh, Orissa and West Bengal coasts during the next 24 hours.

The bulletin said sea conditions would be very rough along and off these coasts during this period. Fishermen were advised not to venture into the sea off these coasts.

According to the bulletin, the depression had moved west-north-westwards and lay centred at 1130 hours today over north-west Bay of Bengal near latitude 19.5 degrees North and longitude 86 degrees East, about 60 km south-east of Puri and 120 km east-north-east of Gopalpur in Orissa.

The current environmental conditions and numerical weather prediction (NWP) models suggest that the system would move west-north-westward and cross the Orissa coast between Gopalpur and Paradip near Puri by this evening, the bulletin added.

The India Meteorological Department (IMD) today said the depression over Bangladesh and adjoining Gangetic West Bengal would move north-eastwards and weaken gradually into a low pressure area during the next 12 hours.

The depression had moved north-northeastwards today and lay centred at 1730 hours today over Bangladesh, close to Dhaka, an IMD bulletin said.

It said that, under the influence of this system, widespread rainfall with isolated heavy to very heavy falls would occur over Assam, Meghalaya, Nagaland, Manipur, Mizoram and Tripura during the next 24 hours.
